The main reason is that it is under 14 who have registered on the network in breach of the admission criteria. This was said Mozelle Thompson, head of privacy on Facebook, a congressional committee in Australia.
Thompson admitted that the mechanisms for discovering liars are not perfect, but did not explain what these mechanisms are used to detect data entries with distortions, raising the suspicions of some. For example, the site Zdnet believes that these data are not accurate and that the figure reflects the closure of records for any reason that violates the rules of the network.
Facebook is not supported under 14 years and under 18 can not have your profile open to everyone, only friends and friends of friends and networks. However, only in the United States an estimated 46% of those under 12 years are enrolled in Facebook.
